Fifteenth Air Force – Missile Crew Member Excellence (Type I, Style A)

The purpose of this award was to provide recognition for outstanding performance by missile combat crew members, including 2 ACCS personnel (4 ACCS missileers were under 8AF).  Recipients “must have demonstrated performance superior to that of most crew members.”  Factors considered included evaluation scores, job performance, professionalism, esprit de corps, and military/civilian education.  Specifically, for crew members at missile wings, four (at one time, it was five out of seven) ratings of “Outstanding Performer” and/or “Highly Qualified” on unit or SMES-administered unit evaluations were required, one rating of which had to be received as a crew commander.*  Receipt of an “Unqualified” rating at any time during one’s crew tour made an individual ineligible, regardless of the number of subsequent HQs/OPs (exceptions considered on a case-by-case basis).  For ALCS crew members, the five most recent unit or HQ SAC/DOCAL-administered ALCS evaluations had to be Qualification Level 1 without training.  Letters of nomination were signed by the Deputy Commander for Operations (DO).  The patch (actually, three were issued, one for each issued crew uniform) was accompanied by a personalized certificate.  The patch appears to have been introduced sometime during the 1970s (NLT 1975 according to photographic evidence) and was normally sewn to the upper left sleeve, but if a different patch was already being worn there (e.g., 100 Missions, Instructor, Evaluator, or Missile Comp), it was sewn above the U.S. Air Force tape in the early years and above the name tape in lieu of the Combat Crew badge in later years.  The emblem displays the Fifteenth Air Force shield, proper, on a black and golden yellow patch with white inscriptions.  This style A patch is oval, the same height as the Style B patch but a full half-inch narrower.  *NOTE:  The requirement to be a crew commander would have prevented the enlisted crew members from qualifying for this award, regardless of how many HQs they racked up–and that could be quite a few.  The June 1978 issue of Combat Crew magazine reported that MSgt John Douberly, a 390 SMW Ballistic Missile Analysis Technician (BMAT) on the wing’s stan/eval crew, was awarded his 21st HQ rating by the commanding general of 12th Air Division.  That was a SAC record!
